This is a bug on win10 v1903, and it seems that it has been repaired with kb4497935.
The cold boot color profile applying bug is not resolved with KB4497935.
I did a clean instal of 1903 instead of an update, and this issue is still here. We have to restart, then the profile is correctly applied.

Similar problem here. The error message is “The profile could not be installed/activated”.
The last few lines in the error log read:
2019-05-27 15:37:20,055 About to open dispwin object on the display
2019-05-27 15:37:20,056 Dispwin: Error – We don’t have access to the VideoLUT for clearing
2019-05-27 15:37:20,089 The profile could not be installed/activated.

Found out that disabling “Fast startup” in the power management settings allows the color profile to load with a cold boot.

Just installed 1903. No issues with profile loading as far as I can tell.
