I can’t really find any information about the CIE2012 observer that displaycal shows, just wondering but is it more accurate than the 1931 observer and when should i use it?

These are the relatively recent CIE (proposed) physiologically-relevant colour matching functions. You can find more information at http://www.cvrl.org/database/text/cienewxyz/cie2012xyz2.htm

So should it be chosen over the 1931 (or any other available options) yet? Or is there some decision tree to arrive at the best choice?

Use 1931 2 degree by default because other software may expect it or other displays may be calibrated to that target.

You may try to use the newer when you see something wrong on white even with an accurate device (and an accurate correction for that display if apply).
