Instrument Access Failed

Getting the “Instrument Access Failed” error. I’ve uninstalled and reinstalled everything, nothing is running in the background, and I’m using USB 2 (even though USB 3 just worked 2 days ago). Windows 10 Pro. Display i1 Pro.
