This seems to be an error in the latest GnuPG, see [1].

It may help to downgrade GnuPG to a previous version (2.1.7 or earlier).

You’ll probably have to use a terminal. As this seems to be a Debian derivative, try:

    sudo apt-get install gnupg=2.1.7

You can use the following command to list available versions:

    sudo apt-cache showpkg gnupg

And the following command prevents auto-updating:

    sudo apt-mark hold gnupg

It seems you’re out of luck, only 2.1.16-2 is available which is the affected version. You’ll have to wait for a gnupg2 or 0install update.

The updated gnupg is already in Debian unstable, it’ll typically migrate to testing after a minimum of 5 days. So, it depends on whether your distribution pulls directly from the Debian repos or not, or if it is using its own repos.
