When I launch another calibration program such as HCFR, DisplayCAL says that it has disabled it’s calibration loader…Does this mean that DisplayCAL has disabled the calibration only, or does it mean that it has also disabled the color profile as well?

This means the calibration loader enters a “do nothing” mode and will not automatically reload calibration every three seconds, which is important when other software needs access to the videoLUT.

Yes, but what about the color portion of the profile file (.icc) is this still active? Wouldn’t it affect measurements if it is still active and throw off a new effort using a different program?

There is no such thing as being “active” when it comes to ICC profiles under Windows – ICC color management is opt-in, and applications have to explicitly use profiles.
