    I have noticed that some profiles have 1024(10-bit) entries for the tone response curve instead of 256(8-bit).
    Currently my GPU is outputting 10-bits to the monitor, my monitor is 10-bits(most likely 8-bit plus FRC dithering).
    I was just wondering if there is a way of creating a 10-bit ICC profile using DisplayCAL.

    ArgyllCMS is able to measure up to 96/256 points in greyscale while calibrating (slow speed) which is higher than any other software that I know.
    VCGT data (256 x3 x 16bit entries) is interpolated from those 96 points so 1024 entries is mostly useless unless VCGT loader / GPU driver is unable to extrapolate.

    What you may have seen is HW calibration entry for a lut-matrix-lut HW, these are 3×1024 x 12-16bit + 3×3 matrix + same postlut. These entries are interpolated in an explicit way to simplify loading it into monitor.

    The ICC profile for my monitor created by RTINGS has 1024 entries for the tone curve response, it was created using Calman tho.

    rtings profiles store no calibration at all. Those you see are TRC curves (display measured behavior, uncalibrated for rtings) which are built from even LESS patches. An hypotetical profile table/XYZLUT (hence not from rtings) with 17^3  ~ 5000 patches that if we asume distributed evenly are 17 measured values per black to RGBW ramp. 17 data samples to interpolate 1024. Also there is no HW dedicated to TRC curves, CM engine must interpolate so its pointess.
