    I want to generate a calibration, setting tone curve to as measured and white point to D6500. But, this only creates a profile and does not create a 1D LUT. How do I make a calibration profile that only adjusts white point?

    Maybe manually. Use MS Paint to get the RGB combination for whitepoint. Then use an old “.cal” file to see the format and use Excell/Numbers/LibreOffuce to build the linear table from 0 to your RGB combination.
    Then use a too in ArgyllCMS command line to embed “.cal” file in a synthetic ICC with your display primaries ant whatever nominal value you need for TRC/gamma.
