I have been told on other forums that an *.icc profile/LUT will only be used when a program is designed to use it. Most Windows programs are not. However I see that DisplayCal has a program running in the system tray. Does this program apply the created profile/LUT to all programs and also to Windows desktop?

    Correct.

No. It manages profile associations and loads the 1D calibration (videoLUT adjustment) – if any –  that is stored with the profile into the graphics card.
