    (If this has already been covered elsewhere, please direct me.)

    Will DispCAL’s profile loader re-load/preserve my selected icc profile/LUT onto games?  I don’t want to rely on Windows because I know it to be less accurate.

    If the answer is “no”, is there some other utility I can use to force games/3D applications to use my selected profile?

    Depends on the game. You can install one of the test profiles (in the folder “tests” in the DisplayCAL directory) which will introduce a strong color cast when calibration is active. If you see this color cast in-game as well, then calibration is active in the game. A even more powerful approach is to create a 3D LUT for ReShade (see Wiki) for full color correction.
